This is linked to the installation of a graphics tablet. If you have installed a graphics tablet on your computer, this is likely its driver or linked to its driver. I would recommend keeping it. Mine is linked to the Manhattan 8x6 Graphics Tablet such as shown in this Amazon.com link.
