Oh, what a surprise to find a process that randomly starts even if you never use IE. Almost as annoying as Googles updater or Skypes random encrypted connections to every server in the world.
For anyone having cpu usage issues with ielowutil.exe here's Microsofts response: social.answers.microsoft.com/Forums/en-US/InternetExplorer/thread/f9fa9fa2-3713-481c-9688-f86df2f4cda3
-In short: they tell you to disable your anti-spyware/anti-virus, re-install IE8, restart your computer not once -- but TWICE, and jump on one leg around your chair until its finished.
my amateur advice: NEVER Disable your Anti-Virus! Update it or replace it.

Everywhere else on the net people recommend that you don't remove this even if you don't use IE because other applications might depend on it. Another has said that it launches randomly with firefox and itunes as some kind of updater -- suspicious. I honestly wouldn't be surprised if it was coded around the same time as the Patriot Act, but I'm just paranoid like that.

yes mic for lissning to ur serounding area threw ur mic allso lissins to ur what hear on ur speeksers
just so thy know what where dooing lissing to talking about most likly
i ddisable all mics options and what i hear drivers on my system sooo im not weried about it however its tarts every time you oppin internet explorer or ie based apps
but u can go to safe mode and rename it or get comodo internet sacurity and block the app from starting
