GoogleToolbar_32.dll comes with the 32-bit version of the Google Toolbar. GoogleToolbar_32.dll is signed by Google Inc, so it's a legitimate file.

If there's a problem with GoogleToolbar_32.dll or if it's missing on your machine, you can probably solve this by uninstalling an reinstalling the Google Toolbar.
