"OAcat.exe" is part of the "Online Armor" software program from "Tall Emu" and you will usually find at least another process running along with it on your PC at the same time..usually the "oasrv.exe" file.., both of which are components used in the running of Tall Emu's "Online Armor firewall and system watcher" program.
