Based on the file name, pp14.exe sounds like a new variant of the Koobface worm.

To remove the PP14 virus - and associated programs.
PP14, LD16, reside in the Windows directory.
Captcha.dll resides in the Programs Files folder.
Webserver Folder with its file is in the Program Files Folder,
FIO32.dll and FIO.sys are in the System32 folder.
To remove them - CTRL-ALT-DELETE goto task manager.
Select - File>New Task(RUN)
type services.msc
Click OK.
For the following Services:
Webserver, FIoo32 stop the service : Set the startup type to Disabled.
select properties set the on failure to NO ACTION.

In the process management for taskman - Kill the processes and threads for webserver, Fioo32, pp14, ld16

From the Taskmanger run line type explorer.exe
Goto the folder \Program Files
Delete Captcha.dll
Delete the folder webserver.

Goto the folder \Windows and delete the files pp14, ld16, freddy100.exe (or freddy101.exe) ..
Goto the folder \windows\system32
Delete the file FIO32.dll
Goto the folder \windows\system32\drivers
delete the file FIO32.sys

Goto the folder \windows\system32\etc
Edit the Hosts file (notepad.exe will open it)- normally there is only one entry
127.0.0.1
IF you see others and you do not know what they are for either they really do not belong or you do not know enough to be doing any of this. Make a backup of the file before you change or delete anything.
Then you can run something like HiJackThis to get the rest out of the system. Run a good virus scanner, and a good spyware scanner. Erase all deleted files with a good scrubber.
