bill117.exe is the downloader component in the Koobface worm. It will install two additional files named zdl.dll and zdl.sys. You can use FreeFixer to remove these three files.

The Koobface worm tends to increase the number in the filename with each new release. So we will likely see bill118.exe, bill119.exe, bill120.exe, bill121.exe, etc popping up soon.
