This is a foul item of programming. Steam considerably slows your pc and generates auto updates daily that hinder normal pc operation. However!! Be warned. If you remove any of the Steam files, the Steam application will no longer work. It usually mean uninstalling Steam and reloading it with the original file configurations.

Found this information from Stream's web site, on how to disable Steam from running at startup:

How do I stop Steam from running automatically when I start my computer?

With Steam open, click the Steam menu, and choose Settings.

Click on the Interface tab, and uncheck the box that says:

"Run Steam when my computer starts."
