I am under the impression MadExcept_.bpl comes with Advanced System Care.
The following steps got rid of this error as well as Rtl120.bpl:
1. Install Advanced System Care, even if you already have it installed on your computer.
2. Reboot your computer.
3. Uninstall Advanced System Care from Control Panel/Programs/Uninstall a Program.
5. Reboot your computer.
Voila, it worked for me, hope it does for you too!!
