If you have Huawey Broadband USB modem this file is part of driver. For example i have Huawey E3272 and this file is essential to this modem.

After you have installed the driver, you can safely erase the autorun entry of this.
The purpose of this tool after successful installation seems to be to monitor whether dongle has been inserted and then to popup device's settings webpage.
