onda_mon is a process from Onda Communications, an Italian company selling hardware produced by the Chinese ZTE.

In particular, I've sen this process is installed along with the suite for controlling the USB UMTS/GPRS modem marked as "Onda MT-503 HSPA" and other models of the same family; it was run by the software for controlling the modem functions (in my case it was customized for the Italian GSM/UMTS Operator TIM)

I don't know what it does exactly, it seems to be monitoring USB ports waiting for insertion of the above mentioned hardware.
I terminated it, and the system continued working without any problem, even with the USB modem plugged in.

Once I ran the Onda control software, onda_mon was running again. In effect, my personal opinion is that the Onda software is really crap, you need it only to mount the modem on your system...
