In my case, this software was installed along with the Xfinity (Comcast broadband) EasySolve troubleshooting app.

The original installer file is EasySolveInstaller.exe downloaded from http://customer.comcast.com/help-and-support/internet/getting-the-most-from-your-xfinity-internet-service/

The app didn't solve any issues for me, so I'm just going to remove it.

Go to Control Panel, add/remove, remove AT&T Portal. This action will cause pcServiceHost to be removed.

I received these instructions from AT&T. Worked for me, hope it helps you.
