RunSW seems to be from REALTEK Semiconductor Corp.

It creates a (huge) log file \Windows\RunSW.log

First line in my RunSW.log (created one month ago, and is now 106.574.666 bytes) reads:

[2015/02/25](13:00:17)Run Realtek Service Application By Karl
(13:00:17) -> OpenService failed, error code = 0x424

On the date when RunSW.exe was installed, I have installed or updated REALTEK Wireless LAN Driver ver. 1.00.0230 and REALTEK Wireless LAN and Bluetooth Driver ver. 1.04.0213 on my LENOVO IdeaPad Yoga 13.

In C:\DRIVERS\Realtek WLAN Driver\Release notes\ISS_Release.txt i found this:

Can I just remove it by deleting it straight from the C:\Windows folder? It is apparently using 1% of my CPU constantly and causing my mouse cursor to flash non-stop every 2 to 3 seconds.
