This program is necessary for VPN services. Keep only if using a VPN Client

If your not sure a program or folder is legitimate do this: Right click on it to bring up the properties menu. Click on RENAME, arrow right to the end of the name and put an underscore "_" as the last character. hit RETURN. (NOTE: if you mess up the filename or it disappears simply hit the "Esc" key to restore the name)
Go about your business and if something isn't working or is messing up then find the name with the underscore and remove that underscore, restoring the name. If that doesn't fix your problem then put the underscore back as the last character again. That's was not your problem.
About 60 days later no problems then delete the folder or file.
Works every time.

It do not look like a virus or malware at all.!
What it looks like to me is a necessary executable plugin for VPN servers.
Sort of like XVIDCodec.dll for Media Player to play DivX/Xvid/Avi files.
If you do not use VPN then I say you may remove if you wish.
It will not hurt the OS if you leave it either way.!

If you didn't install OpenVPN, then it was installed as a Hack Tool.
