wrtc.exe doesn't have any version info embedded in the file, so it is difficult to say to what product it belongs to. However, the file is digitally signed by "Perion Network Ltd." so I'm guessing wrtc.exe comes with one of their products / brands:

* IncrediMail
* IncrediBar
* PhotoJoy
* SmileBox
* Fixie / Dr. CleanUp

Anyone else that has some more details on wrtc.exe?
