Did you just stumble upon a download or a file on your computer that has been digitally signed by Get a Clip? Some of the security products refers to the detected files as Risktool.W32.Getclip!c and RiskTool.GetClip.f. The detection rate for the Get a Clip files collected here is 3%. You will probably see Get a Clip when clicking to run the file. The publisher name shows up as the "Verified publisher" in the UAC dialog as the screencap shows:
