Did you just run into a download or a file on your computer that is digitally signed by ICS Setup? Some of the security products refers to the detected files as Unwanted-Program ( 0040f8d01 ) and InstallCore.b (fs). The detection rate for the ICS Setup files collected here is 20%. You will typically notice ICS Setup when clicking to run the file. The publisher name is displayed as the "Verified publisher" in the UAC dialog as the screengrab shows:

As you can see in the screenshot above, Windows reports that "This digital signature is OK". This means that the file has been published by ICS Setup and that no one has tampered with the file.
