Did you just stumble upon a download or a file on your computer that has been digitally signed by Product Downloader? Some of the security products refers to the detected files as Riskware ( 0040eff71 ) and InstallMonetizer (fs). The detection rate for the Product Downloader files collected here is 40%. You will typically notice Product Downloader when double-clicking to run the file. The publisher name is then displayed as the "Verified publisher" in the UAC dialog as the screencap shows:

As you can see in the screencap above, the Windows OS states that "This digital signature is OK". This implies that the file has been published by Product Downloader and that the file has not been tampered with.
