ASCv5ExtMenu.dll cannot delete this file cant uninstall it and it keeps me from installing a decent working malware program i have purchased it also doesnt remove malware at all

I think IObit has an uninstaller for their software products.

Have you checked the Programs and Features (or Add/Remove Programs if you are running an older version of Windows) dialog in the Windows Control Panel. I think there should be an entry there which allows you to uninstall the IOBit software.
