hay una página la cual menciona que este archivo está asociado con visual c++ redistributable, lo cual me parece falso, porque el proceso que ejecuta este archivo es explorer.exe.
además, ese sitio no menciona en que ruta se encuentra el archivo. solo dice que es de windows, así que no es garantizable.

Indagando más en este proceso me puedo dar cuenta que al borrar el archivo, el explorador de archivos no permite modificar la siguiente sección ubicada en el panel de control en el apartado seguridad y mantenimiento:
En esta sección, si eliminó el archivo, no podrá acceder al siguiente menú:
"cambiar la configuración de seguridad y mantenimiento:"
"activar la seguridad de Windows":
Todavía no sé si eliminar este archivo también hará que las notificaciones del centro de acciones se desactiven.
aún así, todo indica que este archivo está en ejecución todo el tiempo, incluso si ha desactivado el centro de acciones, este archivo se seguirá ejecutando.
.
Entonces, podemos decir que es un archivo que añade vínculos al explorador , pero no se sabe si también se basa en deshabilitar las funciones que contiene el centro de acciones.
