I am unaqble to delete temp file 'avira.OE.ExtApi.dll' thro Start/ run '%temp%' shift+delete

I have noticed that Avira.OE.ExtApi.dll seems to be in both the temp folder listed above - and in the Avira program folder where one might think it ought to be.
I believe the one in temp says version 3 and the one in programs says version 2 (or something like that)
They both have Avira certificates but it seems odd that there would be two of them.

I really don't know what's going on here?
