I have known and used BDEAdmin.exe since Windows 3.1.(yes, that is how old it is!)
I have an official GIS-Programm ("YADE", used by the municipality of Berlin, Germany) that still uses this program to connect between Excel-Tables, Access-Databases, DBase-Tables etc. and the elements of maps.
So it is an absolutely legal program for serious work, originally developed by Borland (Delphi)

Even though BDEAdmin is pretty archaic, it still does what it should, and there is even a 64-Bit version for Windows to be found in the internet.

If you really NEED it, is up to you, but I know no other program that does what it does: connecting databases with my maps.
