This is named after "BIE" versions of unofficial Microsoft Windows products, the BIE7_INST files illegally attempt to bypass Activation, dating from the 2009 release of Windows 7.
It surely is UTTERLY USELESS for outdated attempts to steal free use of Windows 7. I don't know if it installs malware or not.
It is located as described here. I would immediately delete the SCRIPTS folder.
