This service along with its other corresponding files at least in my case is part of the download and updating of Star Wars the Old Republic Game. If removed or stopped it can cause the launcher to crash. Upon repair of the game SWTOR installs some of these files back in. So it's used by a legitimate software but does eat up some memory (about 21-50MB) on average as it runs in the background.
