CDPSvc.dll comes with the "Connected Devices Platform" Service. The file is signed by Microsoft, so it's safe. On my machine, CDPSvc.dll listens on port 2252 (TCPv4).

On my Windows 10 machine, CDPSvc.dll is listening on port 5040 and 5050.
