My CliSecureRT.dll belongs to a RFID reader(Reinert SCT Cyberjack) framework. Microsoft procmon shows that the RFID framework is the only one that uses this dll. Therefore it seems to be a legimate file on my system and is O.K. for me to be there. Though I would have thought this file to reside somerwhere else but my systems TEMP folder.

CliSecureRT.dll was a part of "Samsung Kies", a program to administrate my Samsung Wave II GSM phone. CliSecureRT.dll was found in my temp folder, i have unlocked it and deleted. No Problems right now. It's possible, that Kies makes a new folder with CliSecureRT.dll in the TEMP folder, if i start the software again. Generally not harmful for the system, but not a standard, to place a .dll into the TEMP folder for remaining.

Sorry about my English, i'm writing from Germany.
