Despite all of the information you provided about DefaultPack.exe, the original question -- What is it? -- still has not been answered.

What is it, what does it do, and what is it for?

DefaultPack.EXE is used by MicroSoft to deliver any number of different packages to you. For example, I recently downloaded a Star Trek Wallpaper pack that was saved as DefaultPack.EXE on my computer. The executable to set Bing as your default search engine and/or IE as your default browser will be downloaded as DefaultPack.EXE. The best way to figure out what you have is to open the file using a compression utility such as 7-Zip (http://www.7-zip.org/). You can then browse the files and see exactly what's in the executable.
