Dtd.exe removal instructions
The instructions below shows how to remove Dtd.exe with help from the FreeFixer removal tool. Basically, you install FreeFixer, scan your computer, check the Dtd.exe file for removal, restart your computer and scan it again to verify that Dtd.exe has been successfully removed. Here are the removal instructions in more detail:

At my organization DTD.exe is the launcher for a Divisional Tax Database application, it was being blocked from being updated by the security tool.
It is a legitimate program, the network security team applied an exception to the network to allow it to update.
