The file is part of version 15 of LEADTOOLS imaging toolkit. It is used to load and save some image file formats such as black and white TIFF images.

It can be installed by many applications, since the toolkit is sold to many programmers who deploy the DLLs with their applications.

This file and other LEADTOOLS 15 DLLs are listed in the help topic on the company's website here:
http://www.leadtools.com/help/leadtools/v15/main/api/dllaux/14files.htm

Removing this file could cause applications that depend on it to stop functioning as expected. If the file is missing or becomes corrupted, reinstalling the application should resolve the issue. If not, contact the application vendor for further assistance.
