Most probably it is NOT part of windows. I am sure that it is renewed (!) when one lands on a certain website, the reason: I had renamed it--but it appeared again under its normal name; i had changed its first two 'signs' (of the internal content) by using simply "notepad", around 09/15/2015--but its new (09/22) date-attribute is 09/20!
I suspect it to be the pre-meditated facade of a complex virus.
Why has so far not anyone disassembled or decompiled this .exe in order to see its 'goings on'?????
