As far as I can tell, RSNet appears to be part of the SWAN security suite, in particular, the HomeSafe Suite that uses your local area network to work. It provides a webui that enables you to view all cameras you have connected via the SWAN hardware. The log you see is a listing of the periodic checks the system does to verify things are still working.
