I got this file as part of a Card Reader Driver Package called " Card reader driver for XP, Vista, Win7, Win10 " from Realtek. It can be downloaded from realtek.com under Downloads > Computer Peripheral ICs > Card Reader Solutions > Card Reader Controllers > Software. If you have it on your system, it was most likely installed by a user of that computer. It poses no threat to your system and is easily uninstalled if unneeded.
