After creating a column in Task Manager to see the "page faults" created by various processes, and one for Virtual Memory used, I have noticed this process creating many more page faults than most processes and with a seemingly constantly increasing VM size (between 1.5 Mb and 50 Mb). I am not a sys admin, nor am I familiar with proper terminology, but this sounds like a memory leak to me. I have run msconfig and un-checked this program from the "start-up" tab, so it will not run automatically when windows starts. So far I have not noticed any performance decreases or changes in functionality. It is possible this has fixed a memory leak I believe I had (I was constantly running out of memory, requiring an increase to the page file size after a few hours of run time, even if I did not run any programs). Windows XP Pro on a Dell Latitude D600.

I found V0470Mon.exe while checking for unwanted registry instructions. Your web-site helped me in that I now realize it is a support file for the little USB web-cam I use with this laptop - so the file stays! Thanks for the information which helped me identify its purpose.
