WSCStub is "Windows Security Center" stub: you run this if Norton Security is not being detected as running by the Windows Security Center. Windows will popup a message saying there's no antivirus running, you click on that - then Windows asks you if you wish to run 'WSCStub': click on that and it fixes the problem in case: (i) your Norton Security is not running; (ii) your Norton Security is running but is not communicating with Windows Security Center.
