This is a legitimate dll. Winsock orcas.dll is a .net Studio project "Winsock Wrapper" restoring some of the functionality MicroSoft removed from port communications. It allows event driven tcp/udp port communications without polling. The project can be found at:
http://www.codeproject.com/Articles/21443/Winsock-Revamped. It could be installed with any software. It could be used by Malware. If you have installed software, that you expect to use TCP/UDP communications, you should be fine. If something installed you are not aware of, I would remove it.
