this comes up only when I try to copy web pages using an extension known as FireShot. and the result was it seemed to hesitate to copy web pages files especially the longer one. now that I have it back since i can't see it in system32 file lately on XP copying is much improve and I stow lots of backups of this xmllite.dll in my external hard drive. though I copied the xmllite.dll from other website, thank you any way for providing another helpful info.
