I tried to cut _psutil_windows.pyd and to paste it into some temp folder. This operation could not be completed, and the error message was: file is opened in googledrivesync. Since this phenomenon came up very recently, I think it has something to do with googles switch from Google Drive to Google Backup_Sync.
