Nowhere have I found what this file actually does, however I can kill it in task manager on a W7 box and a few hours later it has reappeared. My problem is I have a slow internet connection which when avgsetupx runs all but stalls my connection, and killing the process seems to not affect other avg functions. AVG has been no help in supplying any information, and thus far no real information other than its an avg process and is safe has been found.

@Chas: Found a thread over at the AVG support forum, for a similar problem. The suggested solution is to uninstall AVG and the install it again.
