Browser Manager appeared in the start menu > programs list of available programs. The option of "uninstall" is just a nasty disguise to re-install the toolbar if removed through Add/Remove programs. After going into regedit and using the "find" feature (searching for 2.2.565.25), I was able to remove all the core files associated with this trash. However, I was unable to delete a few instances, as it was currently running along side my active internet browser and raidxpert. This program is straight Malware.
tl;dr fixes:
reboot computer into safe mode (just in case)
make sure there are no instances of browsemngr.exe running
uninstall the program via add/remove programs or a program like Revo Uninstall
Open up registry editor (regedit in the run/program search)
Search for "2.2.565.25"
Delete all registry entries that come up when you search for that.
Fixed it for me.
