clickonce_bootstrap.exe is part of google omaha which is their client updater.
(a managed stub, written in C#, used to enable ClickOnce installs via the .NET Framework)

The executable has to be code signed from Google or the trusted company which implements google omaha for their own applications. If it's not signed I would not trust it!
