Went looking to see what was calling the Rundll32 (windows host process) at system startup, it was this file.
This is a driver for the motherboards built in audio controller made by C-media:

It appears that sometimes it gets corrupted and confuses people because it's not super easy to track down but it is harmless. Can disable if you have alternate sound device or don't want your sound to work.
