I was not allowed to uninstall this program. It just says I need to request the system administrator (me) to do it. So I disabled it in Task Manager where it is listed under the services tab. I had had a problem with 4 reoccuring malware files that malwarebytes and Kaspersky would find and quarantine and I'd delete them but on reboot they would ALWAYS come back. Since disabling DCE as a service I no longer get these reoccuring malware exe files.
