I'm reading all new comments so don't hesitate to post a question about the file. If I don't have the answer perhaps another user can help you.
DealioToolbarIE.dll may come with PDF Creator as the PDF Creator Toolbar. The toolbar is set as a default part of the install of the freeware software but can be deselected (NOTE MUST BE DESELECTED IN TWO PLACES DURING THE INSTALL) The PDF Creator software is good although has problems with some old text printing software.
