I have desktop.ini (without that 1 in parentheses) and it opens whenever I power up my pc. The content of the file is just this:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

Should I delete it?

@Dnt: I'm not sure why desktop.ini opens up when you power on your PC. I've been searching around and there are others with the same problem.

You can safely delete desktop.ini. Desktop.ini only contains some customisation of the folder where the .ini file is located. Deleting desktop.ini will revert the folder back to its default appearance.
