Well guys, I got an idea of this file, it has the same date when I installed required software for a USB Modem Internet called tigo, the manufacturer responsible for this file I found on my PC thanks for the tour I I found on this page, as analyzed with the virus and found no threat.
In my case the operator of this USB Modem is: TIGO
Modem manufacturer is: HUAWEI

DCSHelper.exe is legal too.
Mobilepartner Tigo America Manufacter.
Also can tools>services disabled automatic run.
