This file is crashing my Panasonic Porsche PIWIS II Diagnostic computer; removing it and uninstalling the application fixed it. I also had to turn off an associated program call in my startup using msconfig. (sgmctrl)
I don't think it's malicious, but it's not playing nicely anymore in 2023 on Windows XP SP3.
