It's quite suspicious as when I turn off the PenWesService.exe my connection gets weird: I can't browse any webpage anymore. Just turning it back on, and everythig gets fine again.

It sounds like PenWesService.exe is some sort proxy or DNS server:

According to a forum thread on pdfforge.org, PenWesService.exe may have been bundled with a program called PDFCreator. Some of the anti-virus programs detects the PenWesService.exe file:
