Whenever I delete the %temp% files before closing down, I've seen it listed in there as an Application and wondered what it was - I use Iobit Uninstaller.

@Tom: The file is digitally signed by IOBit, so its probably part of the Iobit Uninstaller. However, I do not know the purpose of the file and why it reappears in your %TEMP% folder.
