This file is part of Radmin program which is basically remote access software (like PC anywhere, etc). I had it installed by by S/W vendor and didnt realize what it was for (as I did the cleanup of the MSCONFIG processes I discovered this among several other files like famitrfc.exe)
File appears harmless.
