After looking it up I find this is part of EASUS Partition Manager and is a valid file. Details can be found in the EASUS forums.

A program called Trojan Killer, found setupempdrv03.exe in my C:\windows\system32 folder, and labeled it as a trojan with highest threat rating on the bar graph.
I found EASEUSPartitionMaster.bat as part of Easeus Partition master program on Hiren's Boot CD. [ notice the second "E" in Hiren's version ? ]
It apparently put the setupempdrv03.exe file in my system32 folder, as I have never used the Partition Master program on my Hiren's Boot Disk.
For these reasons, I'm going o go with Trojan Killer's finding and shred the file.
