My computer was having huge latency delays with any browser so I installed MS network monitor. One of the things I found was shell&sevicesengine_updater_service and Malwarebytes could not update. I removed shell&sevicesengine_updater_service using the control panel and then Malwarebytes could update, and running it listed and deleted 10 items related to shell&sevicesengine_updater_service. The difference in browsing is night and day. No more waiting for the rotating wheel for several seconds for pages to load. Illegal or not, this is definitely malware. Two items removed were called something like "Firefox security override". I think this happened when my W7 computer was pestering me to upgrade to W10, which I eventually uninstalled the "update". There are other suspicious traffic revealed by the network monitor but removing this one made a huge difference. The MS network monitor is a free download.
